Stephanus Lee Bun Sang, Episcopus Macaonensis, summa cum animi devotione, quae quidem sensus etiam aperit cleri et christifidelium suae pastorali curae commisorum, humiliter et laetanter Sanctitati Tuae in notitiam refert: per Constitutionem Apostolicam "Super specula", a Gregorio Papa XIII de XXIII Ianuarii MDLXXVI datam, nova constitutur Diocesis Macaonensis appellanda, ab anno MCMLXXVI immediate subiecta Sanctae Sedi.
Occasione sumpta a memorato anniversario die, in tota Diocesi speciales sacras functiones atque Verbi Dei celebrationes indictae sunt, a die I Ianuarii usque ad diem XXXI Decembris MMXXVI peragendae, ita ut sacramentorum recipiendorum apta cum praeparatione opportunitas quam largissime offeratur, opera fraternae supernaturalis caritatis instimulentur et hac ratione sive in singulis christifidelibus, sive in variis coetibus dioecesanae communitatis, renovatio spiritalis per Iubilaeum Ordinarium anni MMXXV inducta, gratia Dei, mire roboretur.
Huic valde desiderato fini consequendo, apprime invabit donum Sacrarum Indulgentiarum quod, exinde, ad instar Iubilaei fiducialiter postulatur, testimonium et argumentum paternae benevolentiae Sanctitatis Tuae et incitamentum ut solidetur in tota Dioecesi hierarchicum et filiale vinculum, erga eamdem Sanctitatem Tuam et erga propium Sacrorum Antistem. Paenitentiaria Apostolica, vi facultatum sibi tributarum a Sanctissimo Patre Leone Papa XIV, Ministro fidei ac laetitiae nostrae, dioecesanum largitur Iubilaeum cum adnexa plenaria Indulgentia, suetis condicionibus (sacramentali confessione, eucharistica communione et oratione ad mentem Summi Pontificis) rite adimpletis, a christifidelibus vere paenitentibus lucranda, quam etiam animabus fidelium in Purgatorio detentis per modum suffragii applicare possint, si Sancti Ioseph Seminarii ecclesiam in forma peregrinationis visitaverint et ibi iubilaribus ritibus devote interfuerint vel saltem, per congruum temporis spatium, piis considerationibus aut orationibus aliisve christianae pietatis operibus ad Dei gloriam vocaverint et pias ad Deum preces contra hodiernas aberrationes pro pace et populorum concorda, pro fidelitate ad christianam vocationem, pro sacerdotalibus ac religiosis impetrandis vocationibus et pro defendendo humane familiae instituto effunderint, concludendum Oratione Dominica, Symbolo Fidei invocationibusque Sanctae Deiparae Virginis Reginae Pacis, Matris Misericordiae.
Pii christifideles senectute vel gravi morbo impediti, pariter plenarium consequi poterunt Indulgentiam, concepta detestatione cuiusque peccati et intentione praestandi, ubi primum licuerit, tres consuestas condiciones, si iubilaribus celebrationibus se spiritaliter adiunxerint, suis precibus et doloribus misericordi Deo oblatis, se ipsos in tribulationibus consolando.
Quo igitur accessus, ad divinam veniam per Ecclesiae claves consequendam, facilior pro pastorali caritate evadat, haec Paenitentiaria enixe rogat ut dioecesanus paenitentiarius, cathedralis clerus, parochi et sacerdotes opportunis facultatibus ad confessiones excipiendas praediti, prompto, generoso et misericordi animo, celebrationi Paenitentiae sese praebeant ac S. Communionem infirmis seape ministrent.

Holy Father,
Stephen Lee Bun Sang, Bishop of Macao, with the utmost devotion of heart—an attitude that likewise gives voice to the sentiments of the clergy and Christ’s faithful entrusted to his pastoral care—humbly and joyfully brings to Your Holiness’ attention the following: by the Apostolic Constitution Super specula, issued by Pope Gregory XIII on 23 January 1576, a new diocese, to be called the Diocese of Macao, was established; and since the year 1976 it has been immediately subject to the Holy See.
Taking the occasion of the aforesaid anniversary day, special sacred functions and celebrations of the Word of God have been announced throughout the whole Diocese, to be carried out from 1 January until 31 December 2026, so that—with suitable preparation—the opportunity to receive the sacraments may be offered as widely as possible, works of fraternal and supernatural charity may be encouraged, and in this way the spiritual renewal introduced by the Ordinary Jubilee of the year 2025 may, by the grace of God, be wonderfully strengthened, both in individual members of Christ’s faithful and in the various groups of the diocesan community.
To attain this greatly desired end, the gift of the sacred indulgences will be especially helpful; hence, in the manner of a Jubilee, it is confidently requested as a sign and proof of Your Holiness’s paternal benevolence and as an encouragement that, throughout the whole Diocese, the hierarchical and filial bond may be strengthened toward that same Your Holiness and toward its own sacred Pastor (the diocesan Bishop). And so may God help us that
On 1 January 2026, on the Solemnity of the Blessed Virgin Mary, Mother of God,
the Apostolic Penitentiary, by virtue of the faculties granted to it by the Most Holy Father Pope Leo XIV, minister of our faith and joy, grants a diocesan Jubilee with an attached plenary indulgence, to be gained by Christ’s faithful who are truly penitent, once the usual conditions have been duly fulfilled (sacramental confession, Eucharistic Communion, and prayer for the intentions of the Supreme Pontiff). They may also apply it, by way of suffrage, to the souls of the faithful detained in Purgatory, if they visit, in the form of a pilgrimage, the Church of Saint Joseph Seminary and there devoutly take part in the jubilee rites, or at least, for a suitable period of time, devote themselves— for the glory of God—to pious reflections or prayers or other works of Christian devotion, and pour forth devout prayers to God against present-day aberrations: for peace and concord among peoples, for fidelity to the Christian vocation, for obtaining priestly and religious vocations, and for defending the institution of the human family—concluding with the Lord’s Prayer, the Creed, and invocations of the Holy Virgin Mother of God, Queen of Peace, Mother of Mercy.
The faithful who are hindered by old age or serious illness may likewise obtain the plenary Indulgence, provided that they have a heartfelt detestation of every sin and the intention of fulfilling, as soon as possible, the three usual conditions, if they unite themselves spiritually to the jubilee celebrations, offering to the merciful God their prayers and sufferings, and consoling themselves in their tribulations.
So that, therefore, access to divine pardon—obtained through the Church’s keys—may, out of pastoral charity, become easier, this Apostolic Penitentiary earnestly asks that the diocesan penitentiary, the clergy of the cathedral, parish priests, and other priests endowed with the appropriate faculties to hear confessions, with a ready, generous, and merciful spirit, make themselves available for the celebration of Penance and frequently administer Holy Communion to the sick.
Valid for the present diocesan Jubilee. Notwithstanding anything whatsoever to the contrary.
